But, if you don't, and believe you've made a mistake updating to iOS 15.4 or iPadOS 15.4, then you will be pleased to learn that you can still downgrade to iOS 15.3.1 and iPadOS 15.3.1. Because, at the time of writing, Apple is still signing the iOS 15.3.1 and iPadOS 15.3.1 firmware on its servers, which means you can downgrade from iOS 15.4 and iPadOS 15.4 for an extremely limited amount of time. Once that signing window is closed, you won't be able to leave iOS 15.4 and iPadOS 15.4.
First of all, you have to download and save the iOS 15.3.1 and iPadOS 15.3.1 firmware file and save it to your desktop. Make sure you download the correct file otherwise the restore process will simply fail.
Once the file has been downloaded and saved, you have to turn off Find My on your iPhone and iPad. You can do this by going to Settings > Apple ID > Find My > Find My iPhone. Turn off the feature from here and enter your Apple ID password when asked for it.
Also make sure that you backup everything using iCloud, Finder or iTunes as the downgrade will erase everything off your iPhone and iPad.
Connect your iPhone or iPad to your PC or Mac using a Lightning or USB-C cable, whichever is applicable to your device. Once that is done, launch Finder or iTunes.

Your device will show up in Finder / iTunes once it is detected. Click on the little iPhone-like icon on the left to reveal more options. Now simply hold down the left Shift key (Windows) or the left Option key (Mac) on your keyboard and then click on the Restore iPhone / iPad button.
Once a new pop-up windows appears, select the iOS 15.3.1 / iPadOS 15.3.1 file you downloaded and saved ahead of time. Finder / iTunes will then extract the contents of the firmware and restore it onto your device. Remember, once the signing window closes, the process will simply fail.
Once the installation is complete, you can restore the backup you took before going ahead with all this. Or, if you plan to sell your device, then you don't have to do anything at all. Just power down everything, toss it all in a box and you're good to go.
